Senior Submissions Coordinator

An opportunity has become available for a Senior Submissions Coordinator for Downer's Energy & Utilities business unit, based in either Brisbane, Sydney, or Melbourne. Working primarily on bids in the power sector, you will work closely with bid managers in the pre-contracts teams and SMEs in our operational businesses to write the non-priced schedules for Expressions of Interest, Requests for Tenders, and other bid-related responses in both Australia and New Zealand. Occasionally the Senior Submissions Coordinator will provide support on bids for the other sectors on an as-needed basis.
This role requires content writing, coordination and management of the submission returnables, and editing of content provided by other contributors. The Senior Submissions Coordinator may also support Submissions Managers on major submissions taking ownership of specific sections or returnables as directed by the Submissions Manager.
What we are looking for:
• At least three years’ track record of writing and preparing multi-million-dollar tenders and proposals with a heavy focus on content creation (writing), ideally in the Utilities, Energy, Industrial, or construction sectors
• Understanding of best-practice bidding principles and compliance
• Ability to write significant volumes of content, using interviewing techniques to gather required information
• Excellent written and verbal communication skills, with meticulous attention to detail and grammar, and a strong command of MS Office tools and Adobe-Pro
• Sound research skills with the ability to ask considered questions to willingly expand knowledge base
• Strong organisational and efficient time management skills, with the ability to prioritise tasks to deadlines and manage multiple pieces of work
• APMP qualification is desirable. -
Submissions Manager
Western Australia
An opportunity has become available for a Submissions Manager for Downer’s Energy & Utilities business unit reporting to the Head of Submissions, based either in Perth or Brisbane.
Working primarily on bids in the energy and industrial sector, you will be responsible for developing winning tenders and proposals. You may also support bids across water, power transmission, utilities networks and telco sectors as required.
You will work closely with bid managers in the Energy & Utilities pre-contracts teams and subject matter experts (SMEs) in our operational businesses to write the non-priced schedules for expressions of Interest, requests for tenders and other bid-related responses, in both Australia and New Zealand.
This role requires significant levels of content writing. Candidates must have a high level of capability in writing and editing technical content, and a strategic mindset to capturing compelling solutions.
The successful applicant will envision themselves attending to duties such as:
Leading the writing and production of compliant, compelling and client-focused bid submissions, presentations and other bid and new business-related content aligned to agreed bid strategies
Interviewing and working with SMEs to develop attributes for submissions, providing guidance on required approach to ensure high quality content, with time and effort right-sized for the value, complexity and procurement method engaged
Contributing to the development of win strategies and ensuring they are clearly articulated and backed up by evidence throughout our submission
Providing guidance to bid team contributors and submissions coordinators to drive best-practice in bidding and support capability development. This includes taking an active role in peer review

Submissions Team Lead - Power Projects
Brisbane, Melbourne, or Sydney
A new role has been created within Downer’s Energy & Utilities Growth team for a Submissions Team Lead, based in Brisbane, Sydney, or Melbourne. This role will provide leadership to a team of submissions resources in addition to bid writing and submissions management responsibilities and is an exciting opportunity to work on the current and upcoming significant pipeline of major power transmission infrastructure tenders across Australia.
The Submissions Team Lead will work primarily on bids for the power sector, working closely with bid managers in the pre-contracts team and operational personnel to write the non-priced schedules for Expressions of Interest, Requests for Tenders, and other bid-related responses. They will lead the bid team through the submissions requirements to ensure compliant solutions and define the overall approach to the presentation of written content and lead the drafting and editing of content, interviewing SMEs and conducting research to effectively capture our solutions. Dependent on the scale of each submission they may also be supported by a submissions coordinator or external writers and will be required to provide direction to these contributors in the development of their content deliverables. Key to this role is providing direct interpersonal leadership, mentoring and supporting direct reports to further develop their own capabilities.
The Submissions Team Lead will also support the Head of Submissions in the optimisation of resource allocation to ensure Power Projects bids are appropriately resourced, and to identify opportunities to stretch direct reports for skills growth. Additionally, they will keep abreast of business capability and opportunity pipelines for the Power Projects business and provide peer review of direct reports' work to ensure compliant submissions and alignment with best practice bidding principles, applying the depth of their experience to provide constructive feedback and identify opportunities for improvement.

What we are looking for
At least six years’ track record of writing and producing complex, multi-million-dollar tenders and proposals, ideally in the Energy, Utilities or construction sectors
Experience of delivering bids across multiple sectors (e.g. telco, water, power etc.)
Previous experience of managing direct reports, leading teams, or acting as a mentor
Ability to write significant volumes of content, using interviewing techniques and research to define content approach
Proficiency in leading reviews of bid/tender documents to ensure quality, risk and compliance standards are met
A creative and innovative mindset with the confidence to challenge and extend thinking, contributing to developing winning concepts and influencing outcomes

Working with the Bids & Proposals Manager, you will serve as a key liaison between the entire BD function to coordinate work streams from across BDM and the firm ensuring clarity, compliance, and integrity of major proposal documents. The role will suit an experienced bids & proposals coordinator who is able to take ownership of their work and will bring a proactive and strategic approach to the bids process.
Your main responsibilities are:Coordinating the full life cycle of winning bids and related collateral.
Working to prepare whole or part bid and proposal responses, capability statements, short form proposals and other bid-related BD collateral.
Supporting the BDM team to maintain bid and opportunity records in the CRM.
Maintaining the bid library, ensuring all content and data is up to date, accurate and strategically written.Guarantee best bid practice across all written proposals and ensure bids are correctly formatted and comply with company brand guidelines and client requirements.

About you
At least 3 years’ experience in a bids and proposals focused role or role that requires strong writing skills. Law firm experience is highly desirable, but not essential.
